Rivers overflowed their banks, sending torrents of water through Bogatynia in south-west Poland and Goerlitz in eastern Germany.

The Neisse river, on the border with Poland, reached its highest recorded level in Goerlitz.

Three Poles, three Germans and five Czechs were killed, while further north in Lithuania four people were killed.

Three other Czechs were reported missing after the downpours on Saturday triggered the floods.

In Indian-controlled Kashmir, rescuers raced to find 500 people still missing in flash floods that have already killed 132, while North Korea's state media said high waters had destroyed thousands of homes and damaged crops.

Around China, the country's worst flooding in a decade has killed more than 1,100 people this year, with more than 600 still missing. The floods have caused tens of billions of dollars in damage across 28 provinces and regions.

In Pakistan, 1,500 people have been killed and millions more left begging for help following the worst floods in the country's history. Prices of fruit and vegetable skyrocketed Sunday, with more than 1 million acres (405,000 hectares) of crops destroyed and at least 4 million people in need of food assistance in the coming months.

Pakistan has worked with international partners to rescue more than 100,000 people and provide food and shelter to thousands more. But the government has struggled to cope with the scale of a disaster that it estimates has affected 13 million people and could get worse as heavy rains lashed Pakistan again on Sunday.

North Korea's state media said 36,700 acres (14,850 hectares) of farmland were submerged and 5,500 homes destroyed or flooded after recent heavy rains.

However, South Korean Unification Ministry spokesman Chun Hae-sung said the damage did not appear to be serious compared to previous years. Flooding in North Korea in 2007 killed about 600 people, left another 100,000 homeless, and destroyed more than 11 percent of the country's crops.

Floods this year in the neighboring Chinese province of Jilin have left 85 people dead and caused an estimated 45 billion yuan ($6.6 billion) in economic losses.

Cold Wave Kills 6 Million Fish in Eastern Bolivia ~ link ~
Authorities in the eastern Bolivian province of Santa Cruz declared an alert following the death of 6 million fish from the unusually cold weather gripping the country in recent weeks.

The provincial government said the fish died in the Grande, Pirai and Ichilo rivers that run through the tropical region.

This is an “environmental catastrophe” brought on by the lowest temperatures registered in Santa Cruz in nearly half a century, Gov. Ruben Costas told reporters.

He said that environmental personnel who visited the disaster areas found that the three rivers are highly polluted by dead fish, and he warned locals not to use those waters.

The cold wave that gripped the Southern Cone of South America last month caused a severe drop in temperatures in southern and eastern Bolivia, even falling below 0 C (32 F) in areas where the thermometer is usually above 20 C (68 F).

Bolivia’s weather service has announced that a new cold front will enter the southern and eastern parts of the country this week.

More heavy rain in Pakistan is frustrating efforts to help about 14 million people affected by severe flooding in much of the country.

Helicopter missions in the north-west have been grounded and a red alert has been issued for the south.

One dam in Sindh province has been breached and engineers are warning that the huge Tarbela and Mangla dams are close to their maximum levels.

The region's worst floods for 80 years have killed at least 1,600 people.

Landslides and floods triggered by torrential rain have engulfed a town in north-west China, killing at least 127 people and leaving 2,000 missing.

Nearly 3,000 soldiers and 100 medics have been sent to assist local rescue teams in Zhouqu, in an isolated, mainly Tibetan region of Gansu province.

More than 45,000 people have reportedly already been evacuated from the area.

Local officials say thick mud, more than 1m (3.3ft) deep in some places, is hampering rescue efforts.

The Florida Keys Keynoter reports on a forum of Marine experts in Key West about the BP oil disaster in the Gulf who warned against “declaring victory far too soon.”

The Keynoter reviews some statements by the experts:

  • NRDC analyst Ali Chase said, “There is much we do not know about the path and fate of the submerged oil plumes and what the future will hold.”
  • NRDC Ocean Initiative Director Sarah Chasis said that the government’s numbers from the ‘Oil Budget’ mean about 100 million gallons of leaked oil remain, “Clearly, a lot of this oil is still in the Gulf environment… that’s nine Exxon Valdez spills.”
