Benghazi Scandal Paves Road For Power Elite's Plan For Jeb Bush To Become President In 2016 / New World Currency (The Phoenix) in 2018

Before the Power Elite (PE) establishes its ultimate goal of a techno-feudal World Socialist Government, there will be a major international economic crisis that will cause the nations of the world to accept a world currency. The currency will be called the “Phoenix” (rising from the global economic ashes) and will be adopted in 2018 A.D. (see “The Phoenix” on the cover of The Economist for January 9, 1988).

On May 8, the House Oversight Committee began hearings on the Benghazi raid that killed 4 Americans, including Ambassador Chris Stevens. As usual, the highly paid talk show hosts like Rush Limbaugh and Sean Hannity have an incomplete picture of what was happening and why, describing the situation simply in terms of the Obama administration trying to coverup a foreign affairs debacle.

What really was happening was a continuation of a long-range plan by certain members of the Power Elite (PE) for world control. One of the PE's favorite tactics is the use of dialectics, and in this case it involved the alleged "good Al-Qaeda" (e.g., like the Kosovo Liberation Army which was helped by Osama bin Laden, then trained and armed in Albania by the CIA) as opposed to the "bad Al-Qaeda" (e.g., Osama bin Ladin's mujahedin in Afghanistan).

The "good Al-Qaeda" in Libya were members of an Al-Qaeda affiliate called Ansar al-Sharia (means supporters of sharia Islamic law) who were a major part of the rebel opposition (supported by the U.S./NATO) to Moammar Gadhafi's rule there. As I have written before, with the ouster of Gadhafi, important members of Al-Qaeda hold key positions in the current Libyan government. The Obama administration's view that Ansar al-Sharia wasn't a threat to us (because the U.S. had helped overthrow Gadhafi) allowed our government to pay the February 17th Martyrs Brigade, which had publicly known sympathies for Ansar al-Sharia, to help provide security for the U.S. diplomatic mission in Benghazi. This is despite the fact that there were numerous reports the Brigade "had been implicated in the kidnapping of American citizens as well as threats against U.S. military assets" (see April 23 House Republicans interim report). The House Oversight Committee hearings are revealing what could be called a coverup by the Obama administration of its lack of defense of our mission in Benghazi and the disaster and deaths that resulted.

As I said earlier, though, the PE had larger concerns as part of its plan. Just as Richard Nixon waited his turn to be elected president in 1968 when the election of 1960 was stolen from him (allowing Democrats 2 terms as president), I believed that President Obama would have 2 terms despite what Limbaugh, Hannity and other leading conservatives said. Thus, it was important for President Obama not to be blamed for the Libyan fiasco before the November 2012 election. This was accomplished by President Obama being briefed that our mission members in Benghazi had been rescued just before President Obama went to bed (according to House Oversight Committee chairman Darrell Issa on Sean Hannity's May 7 radio show). 

At this point, Secretary of State Hillary Clinton was given the responsibility over what was thought to be a situation under control. However, events moved quickly and the "saved" mission members at the "safe house" soon came under attack and 4 were killed, apparently before the president as commander-in-chief could send the necessary help. Thus, President Obama had an excuse as to why he didn't act at the time to save the mission members. If House Republicans try to impeach President Obama over what happened in Benghazi and its aftermath, and if they succeed, the Democrats in the Senate will simply vote not to convict him just as they did when President Clinton was impeached.

Of course, Hillary can't blame Obama, because that would damage her support among Democrats if she runs for president in 2016. This places her, though, in a Catch-22, because if she accepts the blame herself, that also would hurt her chances among the voters for her election as president in 2016. Either way, she is hurt politically, and that's what the PE wants because it would leave Vice-President Joe Biden as the Democratic presidential nominee in 2016. Biden could then be counted on to gaffe his way to defeat to Jeb Bush, who is the PE's primary (but not only) choice to be elected president in 2016 (just as Nixon was in 1968).

Bush's "moderate" views regarding illegal immigrants and other issues makes him the PE's perfect choice, a puppet like previous presidents, Democrats and Republicans alike. As the PE's puppet, Jeb Bush will "reluctantly" accept the world currency (the "Phoenix") in 2018 as the only choice we have to rise from the ashes (see the cover of THE ECONOMIST for January 9, 1988 which I put in my NewsWithViews column, "Bold New World and Forces Too Powerful, Part 3") of a global economic catastrophe. Currently, economic reporters like Rebecca Jarvis of ABC News and others are gleefully announcing new stock market highs as a sign of economic recovery under the Obama administration. They are oblivious to the PE's plan to have all of this crash after 2 years, so that by 2016, President Obama's last year in office, the American and global economies will plunge.

On April 29, New York University economist Nouriel Roubini (who correctly predicted the financial crisis beginning in 2008) said the stock and bond markets can rise for another 2 years as the Federal Reserve maintains its massive easing campaign (see May 1 MONEYNEWS article by Dan Weil). Roubini said the Fed is "creating massive fraud," and he indicated that the current slowdown in global economic growth should be pushing stocks, commodities and bond yields lower, so that when things do come back down to earth, the economy will suffer a depression rather than a recession.

To demonstrate an attitude in Congress (supposedly "public servants") concerning the public, when I called the House Oversight Committee to ask a simple factual question about Benghazi, no one returned my call. And when I called my state representative on the committee, Rep. Patrick McHenry, I was advised to contact the office of the committee chairman, Rep. Darrell Issa. But I had already called his committee staff and received no return call from them.

New documents show the CIA was ordered to change Benghazi Talking Points 12  times and the White House is being accused of issuing a stand-down order to protect the consulate from the attack.
After ABC News dropped a bombshell earlier proving the Obama administration was directly involved in editing the CIA’s talking points which were then distributed throughout the government and the parroted by the corporate media as if they were absolute fact.

Shortly after the September 11th terror attacks the alternative media cried foul and pointed out numerous discrepancies in the official narrative.

Conservative media outlets seized upon the reports in the alternative media as a major opportunity to attack the Obama administration.

Meanwhile moderate and left-leaning media outlets continued to echo the official narrative despite mounting overwhelming evidence to contrary.

They have continued to do so even though the administration’s story has completely fallen apart.
That is now starting to change as non-conservative media outlets are realizing there is irrefutable evidence they have been duped by the government.

Today Mark Mardell, the BBC’s North American editor, issued an apology for continuing to believe Obama’s lies and went on to state heads will roll.

Perhaps even more damning is the media is now being forced to admit that they do in fact parrot talking points handed to them by the government and acting nothing more than stenographer’s echoing the same talking points given to them while refusing to go off script.

There’s new evidence, obtained by ABC, that the Obama administration did deliberately purge references to “terrorism” from accounts of the attack on the Benghazi diplomatic mission, which killed four people including the US ambassador to Libya.

Conservatives have long maintained that the administration deliberately suppressed the truth about the attacks.

This is the first hard evidence that the state department did ask for changes to the CIA’s original assessment.

Specifically, they wanted references to previous warnings deleted and this sentence removed: “We do know that Islamic extremists with ties to al-Qa’ida participated in the attack.”

Republicans are certain to use the Benghazi affair against Clinton should she run in 2016 

In the interests of full disclosure I have to say I have not in the past been persuaded that allegations of a cover-up were a big deal. It seemed to me a partisan attack based on very little.

I remember listening to reports from the BBC and others at the time that did suggest the attack in Benghazi was a spontaneous reaction to a rather puerile anti-Islamic video.

But the evidence is there in black and white, unless we doubt the documents obtained by ABC, which I don’t.

Butt-guarding
The new documents contain two rationales for the changes in language. The first is that it would prejudice the FBI investigation.

Perhaps, but I am not at all persuaded.

The other reason given, old-fashioned butt-guarding, is more credible.

As Ms Nuland puts it, such a report “could be abused by members [of Congress] to beat up the State Department for not paying attention to warnings, so why would we want to feed that either?”

However you read the motives, the state department and apparently the White House did get the CIA to change its story.

This is now very serious, and I suspect heads will roll. The White House will be on the defensive for a while.

Exclusive: Benghazi Talking Points Underwent 12 Revisions, Scrubbed of Terror Reference

When it became clear last fall that the CIA’s now discredited Benghazi talking points were flawed, the White House said repeatedly the documents were put together almost entirely by the intelligence community, but White House documents reviewed by Congress suggest a different story.

ABC News has obtained 12 different versions of the talking points that show they were extensively edited as they evolved from the drafts first written entirely by the CIA to the final version distributed to Congress and to U.S. Ambassador to the U.N. Susan Rice before she appeared on five talk shows the Sunday after that attack.

White House emails reviewed by ABC News suggest the edits were made with extensive input from the State Department.  The edits included requests from the State Department that references to the Al Qaeda-affiliated group Ansar al-Sharia be deleted as well references to CIA warnings about terrorist threats in Benghazi in the months preceding the attack.

That would appear to directly contradict what White House Press Secretary Jay Carney said about the talking points in November.

“Those talking points originated from the intelligence community.  They reflect the IC’s best assessments of what they thought had happened,” Carney told reporters at the White House press briefing on November 28, 2012.  “The White House and the State Department have made clear that the single adjustment that was made to those talking points by either of those two institutions were changing the word ‘consulate’ to ‘diplomatic facility’ because ‘consulate’ was inaccurate.”

Summaries of White House and State Department emails — some of which were first published by Stephen Hayes of the Weekly Standard — show that the State Department had extensive input into the editing of the talking points.

State Department spokesman Victoria Nuland raised specific objections to this paragraph drafted by the CIA in its earlier versions of the talking points:

“The Agency has produced numerous pieces on the threat of extremists linked to al-Qa’ida in Benghazi and eastern Libya.  These noted that, since April, there have been at least five other attacks against foreign interests in Benghazi by unidentified assailants, including the June attack against the British Ambassador’s convoy. We cannot rule out the individuals has previously surveilled the U.S. facilities, also contributing to the efficacy of the attacks.”

In an email to officials at the White House and the intelligence agencies, State Department spokesman Victoria Nuland took issue with including that information because it “could be abused by members [of Congress] to beat up the State Department for not paying attention to warnings, so why would we want to feed that either?  Concerned …”

Gregory Hicks, who became the top diplomat in Libya after Ambassador Christopher Stevens was killed during an attack on the U.S. compound in Benghazi, Libya, Sept. 11, 2012, told a congressional committee today that the attack left him scrambling for help that failed to arrive in time.

“Is anything coming?” Hicks said he asked a defense attache as he worked to coordinate a response from Tripoli, Libya, during the attack. “Will they be sending us any help? Is there something out there?”

Hicks said requests for military help were denied and later that State Department officials tried to keep him from cooperating with a House investigation.

The black flag of Al Qaeda was hoisted in Libya yesterday as Nato formally ended its military campaign.

The standard fluttered from the roof of the courthouse in Benghazi, where the country’s new rulers have imposed sharia law since seizing power.

Seen as the seat of the revolution, the judicial building was used by rebel forces to establish their provisional government and media centre.

Recently, 1.7 million Libyans demonstrated in favor of Gaddafi because their human rights have been respected more so than most nations, including NATO countries. Below are sixteen reasons the Libyans favored Gaddafi, sixteen rights Libyans had before NATO destroyed most of the oil-rich nation, sixteen ways the quality of life in Libya was ultra-high, all hidden by mainstream news but not by Disinfo.com that provided the list.

1. There is no electricity bill in Libya; electricity is free for all its citizens.
2. There is no interest on loans, banks in Libya are state-owned and loans given to all its citizens at zero percent interest by law.
3. Having a home considered a human right in Libya.
4. All newlyweds in Libya receive $60,000 dinar (U.S.$50,000) by the government to buy their first apartment so to help start up the family.
5. Education and medical treatments are free in Libya. Before Gaddafi only 25 percent of Libyans were literate. Today, the figure is 83 percent.
6. Should Libyans want to take up farming career, they would receive farming land, a farming house, equipments, seeds and livestock to kickstart their farms are all for free.
7. If Libyans cannot find the education or medical facilities they need, the government funds them to go abroad, for it is not only paid for, but they get a U.S.$2,300/month for accommodation and car allowance.
8. If a Libyan buys a car, the government subsidizes 50 percent of the price.
9. The price of petrol in Libya is $0.14 per liter.
10. Libya has no external debt and its reserves amounting to $150 billion are now frozen globally.
11. If a Libyan is unable to get employment after graduation the state would pay the average salary of the profession, as if he or she is employed, until employment is found.
12. A portion of every Libyan oil sale is credited directly to the bank accounts of all Libyan citizens.
13. A mother who gives birth to a child receive U.S.$5,000.
14. 40 loaves of bread in Libya costs $0.15.
15. 25 percent of Libyans have a university degree.
16. Gaddafi carried out the world’s largest irrigation project, known as the Great Manmade River project, to make water readily available throughout the desert country.

NATO Countries Set to Steal $30,000 from Each Libyan Citizen

The pro-Western corporatist media outlets are hurriedly trying to help spin every aspect of the murder of Moammar Gadhafi and the ongoing rape and pillage of the Libyan people’s assets.

Yesterday Paul Richter of the LA Times wrote an article claiming that Moammar Gadhafi was the richest man in the world, holding some $200 billion dollars in assets hidden all over the globe. Buried deep within the body of his article, the truth finally comes out…

“But subsequent investigations by American, European and Libyan authorities determined that Kadafi secretly sent tens of billions more abroad over the years and made sometimes lucrative investments in nearly every major country, including much of the Middle East and Southeast Asia, officials said Friday.

Most of the money was under the name of government institutions such as the Central Bank of Libya, the Libyan Investment Authority, the Libyan Foreign Bank, the Libyan National Oil Corp. and the Libya African Investment Portfolio. But investigators said Kadafi and his family members could access any of the money if they chose to.

The new $200 billion figure is about double the prewar annual economic output of Libya, which has the largest proven oil reserves in Africa.” – Paul Richter

All of the money was invested in Libyan enterprises presumably for the Libyan people but because “investigators” claim Gadhafi could have accessed it, the globalist spin on this wealth owned by the Libyan people, is that it was Gadhafi’s and not theirs. The difference is that if this money belongs to the people of the Socialist People’s Libyan Arab Jamahiriya, then it must be returned to them and cannot be touched. If it were to belong to Gadhafi then it simply becomes spoils of war and can be seized by whomever claims it.

The $200 billion dollar figure represents (as Richter points out) “about $30,000 for every Libyan citizen”. This is the amount that is about to be stolen from the people of Libya.

The US has still got somewhere around 29.3 billion dollars of Libyan money it took at the beginning of this conflict. Other NATO partners also turned a profit thus far in this conflict.

U.S. and European authorities said Friday that they intended to quickly hand over frozen assets to the transitional Libyan government. But so far, the U.N. has authorized release of only $1.5 billion from accounts in the U.S., and the Obama administration has turned over $700 million of that amount, said Marti Adams, a Treasury Department spokeswoman. Though 200 billion would seem to be a lot of money (and God only knows whose pockets it will eventually fall into – is anyone really paying attention to all that Haitian Relief money that Hillary Clinton put her husband in charge of?) the fact is, more will be made when the garage sale of Libyan assets is held sometime in the very near future. Public assets will be sold for pennies on the dollar at best to corporate cronies, friends of the various administrations who pushed for this illegal invasion of Libya. It’s been done so many times in the past it’s ridiculous to believe anything different will take place. Especially if you remember that heads of certain corporations met with NATO leaders at the beginning of this staged conflict, surely to hash out who gets which slices of the Jamahiriya Pie. The Chicago Boys are probably already in Libya working their special neoliberal magic on the unsuspecting “rebels”

The Vatican Justice and Peace Department released a paper Monday, "Towards Reforming the International Financial and Monetary Systems in the Context of a Global Public Authority," calling for a "Global Institution" run by the United Nations to rule the globe's finances.

The wording of the paper is almost religious: il riferimento ad un'Autorità mondiale diviene l'unico orizzonte compatibile con le nuove realtà del nostro tempo e con i bisogni della specie umana.
"the reference to a world authority is the only horizon compatible with the new reality of our times and with the needs of humankind".

This materialistic view goes against 2000 years of Christian thought, which states that Jesus Christ is the final fulfillment of human needs and that God takes (economic, material) care even of birds and the lilies in the fields.

The document suggests measures that have been a banner of the new world order for some time, such as taxation on financial transactions.

These ideas have been fostered by people such as Al Gore and the big banks, which would love to manage and trade the carbon taxes. Now, with the failure of the global warming hoax, a global financial tax seems to be on the agenda. No doubt this is very timely, just after the United States has bailed out several banks and Europe is about to spend more than one trillion dollars saving some more banks. Why not do it with this new tax ?

If put into action, such a plan would effectively destroy the sovereignty of countries, which would lose the control over their currency. It says, "In fact, one can see an emerging requirement for a body that will carry out the functions of a kind of 'central world bank' that regulates the flow and system of monetary exchanges similar to the national central banks".

Not surprisingly, Bishop Mario Toso, the Secretary of the Pontifical Council for Justice and Peace, is an admirer of new world order leader and Marxist advocate George Soros.

In a time when the Roman Church is under severe attack for the many cases of pedophilia and is losing ground every year to evangelical churches in Latin America and even with Hispanics in the US, it is a wonder that they leave religious themes behind in order to put their muscle behind a globalist agenda.

We have to remember that the Roman Church has been active for decades behind the "Liberation Theology", a Marxist distortion of the gospel that has been used to set Latin America and other Third World countries in the direction of Communism.

For a time, it seemed that Roman leadership was back to a more conservative direction, but now it looks like they are only aiming on a different, global level that involves the developed countries as well.

It is not the first time that Pope Benedict has called for a global authority. In 2009, he urged that such an entity be created in order to " oversee the economy and work for the common good". In March 2011, he called for a world authority with "real teeth."

In a spiritual sense, it seems that some Protestant authors such as Dave Hunt were right. In his book "A Woman Rides the Beast", he claims that the Roman Church is the woman dressed in scarlet in Revelations that helps anti Christ to achieve power and consolidate his world government, only to be later betrayed by him. That alone is heresy. They're saying a body of human beings will assume the authority.. BUT - according to earliest Council of Nicaea that authority comes from the Immutable Truths set down in the doctrines of the Catechism of Christ.

That's the principle. If you understand that, the Vatican's silence while the world media broadcasts this piece of shit white paper as if it's a Papal Bull is deafening.

The way the Vatican works is a statement like this will be released unofficially.. Media amplifies it to the general public as if it's a Papal Encyclical. In fact, the Vatican has issued nothing 'on record' and the Pope has plausible deniability and can disavow the document if he likes.

But the official organs of the Roman Church rarely speak up directly to disavow the hype and spin.
This is the way the Vatican expresses it's will , while preserving plausible deniability if necessary later.

Not only a shameless betrayal of Gaddafi's good relations and protection of Libya's 50,000 Catholics for 42 years, but I hunted down the full videos made by different phones and have saved them. What's been shown to English speaking viewers is sanitized, edited down. That's brutal enough, but on arabic websites I found the uncut, long, videos of Gaddafi and his son very clearly captured alive. Gaddafi was actually soddomized on cam by one of the Al Queda hyenas before they finally killed him. The post mortem bodies show what the live video shows happened to Gaddafi. They shot them in the windpipe to cause slow death from choking on their own blood. The gunman was very precise and deliberate. Hollywood's never captured such real barbarian berzerk frenzy. They killed Gaddafi like a pack of Commanche's at Little Big Horn.
Now our government, France, Great Britain and the Vatican 'congratulate' these savages and call Libya "liberated".

All hail humanitarian war. Regime change can be a bitch. Start with sanctions because of 'humanitarian' reasons. If they don't work, arm ragtag mercenaries and implement a 'no-fly zone' through an international body. If the rebels can't hunt down the defunct leader, then just bomb the hell out the country until a bloody carcass vaguely resembling the leader turns up. Then claim that the humanitarian intervention was a wild success. PS: Make sure you destroy enough of the infrastructure to secure a huge IMF bondage loan for reconstruction.

ITV admits it passed off clip from a VIDEO GAME as footage of IRA attack on British helicopter in new flagship news show

ITV was this evening forced to apologise after faking footage on a brand-new flagship show – using clips from a violent video game.

Network chiefs were left embarrassed after admitting that new prime-time show Exposure had used clips from Arma II, purportedly showing the IRA shooting down a British Army helicopter.

Footage of the 1988 'attack' was shown to viewers on Monday night's premiere show on ITV1, which exposed the former Libyan leader Colonel Gaddafi's links with the IRA.

TRIPOLI, Libya — Abdel Hakim Belhaj had a wry smile about the oddity of his situation.

Yes, he said, he was detained by Malaysian officials in 2004 on arrival at the Kuala Lumpur airport, where he was subjected to extraordinary rendition on behalf of the United States, and sent to Thailand. His pregnant wife, traveling with him, was taken away, and his child would be 6 before he saw him.

In Bangkok, Mr. Belhaj said, he was tortured for a few days by two people he said were C.I.A. agents, and then, worse, they repatriated him to Libya, where he was thrown into solitary confinement for six years, three of them without a shower, one without a glimpse of the sun.

Now this man is in charge of the military committee responsible for keeping order in Tripoli, and, he says, is a grateful ally of the United States and NATO.

The American “war on terror” is a sham designed to strip freedoms from Americans while consolidating wealth and power into the hands of the elite.

Since the war on terror began, absolutely no measurable progress has been made and the entire nomenclature assigned to this “war” bolsters this fact by showing that this is a war that is meant to continue forever, across the world.

For those who are still taken by the illusion that we are actually fighting terrorism, our support of rebels openly associated with al Qaeda in Libya (the same al Qaeda group responsible for sending militants to Iraq to kill American soldiers) should have shattered this delusion.

“What we are facing now in this war is NATO led by al-Qaeda. The European and western officials are lying to their people when they say they are fighting terrorism. In fact they are fighting with terrorism against the Libyan nation and they are following al Qaeda’s orders.

What we find really strange that the same people who brought to us these terrorists elements are the same people now supporting these very terrorist elements. Now the international coalition is not against terrorism but between the west and terrorism. And my colleagues, the heads of intelligence services all around the world know what I am talking about. Libyan head of security services Abdullah Al-Snousi.”

I would have to disagree that the war is “led by al-Qaeda” as it would be quite silly to think that al Qaeda dictates American policy.

I would correct this by stipulating that it is America who dictates al Qaeda policy.

The simple fact is that we are supporting terrorists in Libya and actively encouraging a group of individuals with strong ties to terrorists to overthrow the Gaddafi regime in order to place themselves in power.

Just like authoritarian regimes around the world, the rebel leadership was not chosen or approved by the people of Libya.

They declared themselves the sole legitimate representatives of the people of Libya and swiftly were accepted as such by Western governments.

The Western nations in support of these al Qaeda-affiliated rebels then, in defiance of the Vienna Conventions, stole sovereign Libyan territory and handed it over to the illegitimate rebel envoys.

We can only hope that once these rebels take full control over Libya they will properly and democratically rule, but unfortunately all current signs show that this will not be the case.

Why? Because the opposition forces have already begun to serve their globalist masters by selling them sweet crude oil and establishing a private central bank in order to change Libya from a wealthy independent African nation into an impoverished debt-slave nation beholden to the banking cartels like the IMF, World Bank and Bank of International Settlements.

All we can do at this point is support the Libyan peoples’ right to a democratically elected government and unfortunately this is not the road they are currently headed down.

Fresh NATO raids kill 85 civilians in Libya

At least 85 civilians have been killed in the latest NATO airstrikes in Libya near the western city of Zlitan, a Libyan official says.

The attacks took place in the village of Majer, south of Zlitan, which is located 160 km (100 miles) east of the capital, Tripoli, late on Monday, Libyan government spokesman Mussa Ibrahim said, AFP reported.

Thirty three children, 32 women and 20 men from 12 families were killed in the "massacre," Ibrahim added.

"After the first three bombs dropped at around 11:00 p.m. (2100 GMT) on Monday, many residents of the area ran to the bombed houses to try to save their loved ones. Three more bombs struck," he further said.

The US and NATO have unleashed a punishing, UN-mandated offensive against embattled Libyan ruler Muammar Gaddafi in an alleged attempt to pressure him into giving up power.

NATO has conducted thousands of airstrikes against Libya since it assumed control of the military campaign in late March.

The airstrikes by the military alliance have killed many civilians as well as revolutionary forces that are fighting against the government troops.

Experts say the main motive behind the Western attack on Libya is the vast oil reserves of the North African country.

US House votes to bar military aid to Libyan rebels

WASHINGTON (AFP) - The US House of Representatives voted Thursday to forbid the Pentagon from providing military equipment, training, advice or support to Libya's rebels.

By a 225-201 margin, lawmakers debating an annual Pentagon spending bill adopted an amendment restricting Washington's ability to help fighters looking to overthrow longtime Libyan strongman Moamer Kadhafi.

The House was expected to vote Friday on approving the underlying bill, but the provision on Libya's rebels could face stiff opposition in Senate, which must approve the legislation to send it to Obama to sign into law.
