he United States government is prosecuting suspected terrorists on the basis of their intentions, not actions. The government calls it pre-emptive prosecution and many argue the FBI is using entrapment techniques to prosecute innocent people. Criminal defense attorney Martin Stolar says that by entrapping these people the US government is politically and criminally wrong!
