there will be another severe storm or an earthquake in this specific 20 mile area OR VERY CLOSE BY THIS RING. Monte Sereno and Los Gatos California

IMO, this IS NOT A RADAR STATION! this is NOT GROUND CLUTTER! THIS IS NOT A RADAR RETURN ARTIFACT off something from the ground.
